SANDMARK BAY PLANS TO BUILD BILOXI CONDO
As the Mississippi Gulf Coast rebuilds from Hurricane Katrina, Sandmark Bay, LLC., has announced plans for a new property — Vue Crescente Resort and Marina, a luxury condominium project to be located on a premier waterfront site of the Biloxi Back Bay.
David Sanders, Sandmark Bay’s chairman, said plans are to break ground on the upscale Mediterranean-influenced development in early 2006 with occupancy scheduled for mid-2007.
Vue Crescente (pronounced Voo Kre-sen-tay) comes from the developers’ desire for a name European in character for the resort. The property sits on the crescent-shaped portion of the Bay’s southern shoreline.
Sanders said the project was already in planning prior to Hurricane Katrina, which will allow developers to proceed more quickly.
"Vue Crescente’s development team knows the Back Bay is on the cusp of future growth, and we will be one of the lead projects in that expansion," he said. "We believe in Biloxi and the Mississippi Gulf Coast and are committed to being a part of its renaissance."
Vue Crescente will be located in the 300 block of Bay View Avenue. The 6.8-acre site is east of Boomtown Casino’s location and just west of New Palace Casino, and easily accessed from Back Bay Blvd and Oak Street.
Vue Crescent is the first condominium project planned for the Back Bay.
"The Biloxi Back Bay is the ideal location for a project of this scope and size," said Sanders. "The Back Bay offers views of both the Bay and the Gulf of Mexico, and the inlet location provides a site for our planned marina."
Vue Crescente Resort and Marina will have a serpentine-shaped tower. Each unit will feature an expansive tempered glass balcony for unobstructed views of the Bay. Units will range in size from 1,213 square feet to more than 1,900 square feet with a limited number of penthouses available.
Master plan amenities will include an elevated pool terrace with private cabanas, full-service salon and spa, health and fitness club, fine dining restaurant, concierge service, tennis courts, landscaping and a marina able to handle vessels ranging from 30-foot pleasure crafts to 100-foot yachts.
Vue Crescente Phase I will offer more than 200 units for sale, although an exact number will not be known until the master plan has been approved by various local governing boards. Sandmark Bay has already begun developing plans for Phase Two.
"Vue Crescente will not be just another condominium….it is a lifestyle choice and we believe it will be the standard by which all future developments on the Mississippi Gulf Coast will be measured," said Sanders, a Mississippi native and resident.
Sanders said the project will primarily be marketed to potential buyers within a 500-mile radium of Biloxi — including Atlanta, Memphis, Nashville, New Orleans, Houston and Dallas — seeking coast property, but expects owners from throughout the United States and possibly internationally.
Biloxi City Councilman Bill Stallworth said the development of Back Bay was why the city pushed to four-lane Back Bay Boulevard in 2003, and believes the development will help jump start the Biloxi renaissance.
"Vue Crescente will set a tone and deliver a message that is loud and clear — Biloxi is moving forward," said Stallworth, whose ward includes the Vue Crescente site. "This is going to be the first of many development projects you will see in this area as Biloxi develops into a true destination. Back Bay offers an ideal location for residential living, and the infrastructure is already in place to make Vue Crescente easily accessible from I-10 or U.S. 90.”
Planners approve 3 condos in Biloxi
Two on U.S. 90, one on Back Bay

BILOXI - The Biloxi Planning Commission this week approved three condominium projects in the city.
If approved by the City Council, two will be on U.S. 90, and one will be on Back Bay.
Pelican Isle Resort Condominiums is a three-phase project on U.S. 90, just east of the Olive Garden Restaurant property. The project will have a 15-story tower, a 16-story tower and a three-story, villa-type structure, and will have access from DeBuys Road.
"We came here three years ago and made a commitment to be involved in the growth of this community," said Dreux Seghers with Wink Engineering. "We were here before the storm, and we're here now."
The commission also approved phase one of the Vue Crescente Resort and Marina, which developers will build on the Biloxi Back Bay. Phase one consists of a 30-story condominium with 286 units, a parking garage, pool, restaurant and lounge and a fitness center.
Officials with Sandmark Bay, the developer, hope to begin construction in early 2006 and should be ready to move in by early 2007.
"We are on schedule and ready to move forward with construction," said David Sanders, chairman of Sandmark Bay. "The response to the project has been tremendous, and our reservations process is going remarkably well."
Seaview Suites also received approval from the Planning Commission this week. Developers are proposing a nine-story, 37-unit condominium with a parking garage, fitness area, sauna, shower and a meeting room. The development is located at U.S. 90 and McDonnell Avenue.
The City Council likely will consider these projects next month.

Legislation has been passed to allow casinos to be built on shore! Of the many casinos and resorts going into Biloxi, the premier new development is the Vue Crescente.
Major casino owners from Las Vegas are jumping on board, and Biloxi will see many more resorts. This is a very positive thing for investors, especially those who are able to get into the Vue Crescente with a preconstruction purchase. As more resorts come to the area, property values are sky rocketing. Luckily for investors, the Vue Crescente will be in the preconstruction stage for a few more months before construction starts in the spring of 2006. The Vue Crescent has much more to offer than a forecasted high ROI. Biloxi has many golf courses, beaches along the Gulf of Mexico, and currently 8 casinos to choose from. The resort has 6 different room configurations and 286 units. There is plenty of Vue to go around, but as one of the pioneering ocean front resorts in Biloxi, The Vue Crescente will be selling out soon.

"Diamondhead Casino still mulling options"

Diamondhead Casino Corporation, which owns approximately 404 acres of land on the Bay of St. Louis on which it has planned for years to build a gaming venue, has issued a status report for its shareholders.
On October 17, 2005, Gov. Haley Barbour signed a new law that allows casinos to be built on land, and the new law applies to the company's property, which is lien-free and debt-free. Since the new law was passed, the company has received, and continues to receive, various proposals relating to the development of its property. Diamondhead Casino continues to negotiate with respect to proposals received and continues to discuss options for projects involving all or part of the site and for projects which may include not only casino resorts, but condominiums, condo-hotels, entertainment centers, retail centers and various combinations thereof.
The board of directors feels there is genuine interest on the part of viable parties in the development of the company's Diamondhead property. While Diamondhead Casino is optimistic, there can be no assurance that any discussions or negotiations will result in a transaction with the company.
The company has current cash on hand of approximately $1 million. This amount includes $100,000 tendered by the company's president and vice president for options that expire in March 2006.
